Members in the capital Cairo and other major urban centres should anticipate and avoid protests against parliament’s approval on 14 June to transfer the Red Sea islands of Tiran and Sanafir to Saudi Arabia. A coalition of opposition parties has announced that they will organise sit-ins and rallies in Cairo to denounce the transfer. The police on 13 June forcibly dispersed and detained several people during a related sit-in at the Journalists’ Syndicate headquarters in the capital. While such gatherings are unlikely to cause significant travel disruption, they should be avoided due to the potential for unrest.
ADVICE
a.. Avoid all associated protests as a precaution. Plan routes circumventing these gatherings; allow additional time to travel if journeys in their vicinity are essential.
b.. Leave an area immediately if a crowd or group of security forces begins to gather. Do not stop to watch or photograph such gatherings.
c.. Expect a heightened security force presence and associated travel disruption in the vicinity of protests. Carry all relevant identification documents to ease passage through security checkpoints.

President Abdul Fattah al-Sisi announced in April 2016 that control of the islands would be transferred to Saudi Arabia. Thousands of Egyptians participated in related protests amid mass arrests of activists opposed to the move. The transfer was ruled unconstitutional by the Supreme Administrative Court in January 2017, though the decision was later appealed and declared void by the Cairo Court of Urgent Matters in April.
Committees in parliament began debating the issue of island transfer on 11 June. The coalition of opposition parties and activists calling for demonstrations over the issue include the Dostour Party, the Bread and Freedom Party, the Egyptian Social Democratic Party, and the April 6 Youth Movement.
Activists in Cairo may attempt to demonstrate around popular protest sites such as Tahrir Square and near the parliament building. During the 13 June sit-in Cairo, the security forces erected barricades at the entrance to the Journalists’ Syndicate and arrested eight demonstrators. Related sit-ins reportedly also took place on the day at offices of the lawyers’ union in Cairo and Alexandria (Alexandria governorate).
